Once upon a time, in fact, almost within living memory, Hue was an Imperial Capital -- capital of the empire of Vietnam. The area called the Citadel is a walled city, about 3 km on a side, with the old imperial headquarters within walls that are inside the outer walls. Like so much else in Vietnam, the plan seems to have been copied from the Chinese, this time copying the Imperial, or Forbidden City.
