Chiapas for centuries was administered from Guatemala. But when Mexico won its independence from Spain and the Central American colonies shortly thereafter, Mexico was able to convince all to join it in a great empire. When that empire fell apart Chiapas stayed with Mexico and Guatemala became independent without Chiapas.
